Ranhill SAJ is a major Malaysian water utility provider managing large-scale water billing and finance-related billing operations. The organisation processes approximately 1.5 million invoices every month, making scalability, accuracy, and operational continuity critical to its invoicing workflow.
The Legacy System Challenge
Ranhill SAJ required a scalable e-Invoicing solution that could support LHDN MyInvois compliance without modifying or disrupting its highly customised legacy water utility billing system.
The project involved two distinct billing requirements: high-volume water billing through API-based integration and finance billing through Excel-based processing. The solution needed to manage both workflows while maintaining uninterrupted business operations, avoiding major upstream system redevelopment, and ensuring compliant invoice submission, validation, and tracking.
The MOGU Integration Layer
MOGU implemented a hybrid e-Invoicing middleware solution that integrated directly into Ranhill SAJ’s existing operational processes.
For high-volume water billing, the solution used API integration to support large-scale invoice processing. For finance billing, Excel-based ingestion was introduced to provide flexibility for non-core billing workflows. The middleware automated MyInvois submission and validation, generated QR-coded invoices, managed exceptions, and produced reporting outputs without requiring replacement or redesign of the existing billing platform.
